Getting backlinks can be done via purchase or thru skilled SEO consultants. My preference is that you should use SEO consultants to develop and maintain your backlinks, because they are active in this arena every day. They are aware of constant changes and approaches, something very few business owners have the time, skill, or desire to do. And, if you do use an SEO consultant, he/she will be able to include other desirable traffic generating methods along with backlinks.
In conclusion, if you are contemplating a new build of a website, resist the urge to spend your budget on development, and invoke my 4 to 1 ratio for year one. Spend your technology budget on driving traffic to your site, and gradually improve your site over time.
